Schools pay players what does the BCS do? Make paying players legal not punish the rule breakers.
Penn State breaks the law. Does anyone expect them to get anything more than a slap on the wrist.

The BCS doesn't punish their BCS friends because maybe there is a Houston that has NEVER broken NCAA rules doesn't deserve a shot at a national championship while the competeing teams beat on many schools that don't count their games because of previous violations. Yet they still have a better strength of schedule.

Make these rule breakers count as a zero in strength of schedule. Make the schools that break rules kicked out of an AQ conference and schools that fallow rules can compete for a national championship.

Welcome to college football at the BCS level.
Does the NCAA police the law now? They shouldn't even slap Penn State on the wrist, that is not their call. Penn State has a bunch of other worries on their hands, but I don't see NCAA violations anywhere in the mix.
If this isn't lack of institutional control, then there is no such thing. This dwarfs $50 handshakes, tattoos, and strip clubs. But the NCAA is toothless, and the old boy network still pays dividends at some schools.

Remember this didn't involve any players that we know of. This happened during camps in the off-season. I don't think the NCAA has any say here. Just the police.
Plus how the NCAA justify penalizing players for something that happened 8+ years ago.
Exactly, no players and the suspect wasn't employed by the program anymore. They have some majors problems, but I don't the NCAA needs to get involved.
I don't think players will get penalized, except indirectly if the university gets punishment. It has nothing to do with the players, presumably. But coaches, the AD, and university admins appear to be culpable here, knowingly letting crimes go on under their watch. The NCAA may not act, and the civil liability exposure is almost incalculable as it should be, but I think it does come under NCAA jurisdiction as well. Violations don't have to involve players at all to be serious.
The fact that the Athletic Department allowed this to continue by covering it up should make the entire Department eligible for NCAA sanctions. Major penalties should be handed down to the entire school and all athletes should be allowed to transfer without sitting out or losing eligibility.
