A few quotes from Larry Scott that gives a little more insight to what's going on behind closed doors:

Quote:“We have a structure and contracts with partners for a network model that includes a national network and a regional network under the Pac-12 umbrella,” Scott said. “So we actually couldn’t do anything outside of that. We’re wedded to that model.”

Does not sound like the LHN is just going to be able to slip into the PAC. Following the models means ESPN will have to give up the rights they bought and tear up the contract, thereby killing the network.

That sounds like it's reading a lot into his statement, but it's not far-fetched that Scott put a renegotiation clause into his contract earlier this year.

No big deal if it all falls apart. The PAC not going to make a deal just to get one done.
This makes me wonder if Texas is truly ready to go Indy; a road they really don't want to explore. I think it's clear OU and Okie St. has made their desires known to Scott. Now the question becomes would Scott take a Mizzou/Kansas tandem or does he still lust for UT/TT? If you are a BE fan, I'm sure you are praying it is UT/TT.
All of this has already been quoted. Since these quotes it has come out that Texas can rework it it will just be difficult. It has also pretty much been stated that the Oklahoma schools and the Texas schools are talking to Scott following the conclusion of the Oregon/LSU game.
Just posting actual quotes straight out of Scott's mouth.

For me, at least, they're worth a lot more than twitter speculation by people like Chip Brown.

Has the actual Pac12 network formed yet? Perhaps the longhorn network can evolve to that? I'm sure ESPN would go for that. Fox on the other hand.....
I wonder if OU has grown fed up with Texas like A&M has.

Could OU be brokering a move that does not include Texas?

One rumor is that OU is advocating for Kansas/Missouri along Oklahoma State. I can't imagine that the Pac 12 would go to 16 without Texas but anything is possible. (Incidently, that rumor was debunked already).
I doubt that Scott went to Austin to talk about inviting Kansas and Mizzou...
If you read Scott's comments about the Pac12 network, it seems like the LHN could easily slip into that framework of national and regional networks.

The answer is "No."

The P12 has contracted with TV partners.

It would have to be under the umbrella of Pac-12 Media(the new company they just hired a CEO for). Which means ESPN would have to get out of it. And since ESPN is running the network and producing the content, it basically means the LHN has to die and be replaced by a new P12 Regional Network set up by Pac-12 Media.
Everything can be negotiated. Now that espn is now the primary rights holder for tier 1 rights..might be able to make this a workable situatiOn

It could be worked out as a separate media corporation. All it takes is money.
