My initial thought was one of outrage.
Then my second thought was, "Well, what did you expect?"
While as long as they owe us money, any decision that leads to more profits, and more tax payer money being returned is a good thing. That being said, they'd have to know this wouldn't look good to the public, not very sound decision making there.
