First off this doesnt involve Nova since even if they said yes they wouldnt join into 2014 or later.
So we offer TCU and one more UH,UCF or ECU Im not going to argue on who should be #10 we have other threads beating that to the ground.

So we have a 10 team football league and then for basketball, we break up into three divisions

RED: Gtown, Nova,ND,ST Johns, Seton Hall, 10th team
Blue: Cuse, UConn,Marquette,Providence,Rutgers, USF
White: Pitt, WV,Louisville,Cincinnati, DePaul, TCU

All teams play everyone in division home/away thats 10 games. They then play 4 games with teams from each of the two other divisions. Games picked for TV exposure. 18 conference games with division games deciding rankings in each division
The Top 4 teams in each division make MSG tourney, which is back to 12
Obviously my top two picks are TCU and ECU, I think we would have a big time winner there as far as expansion. But if we can't get them I would love for the 10th team to be Houston (and add Temple). That would get us Philly and Texas and we would already be in Orlando.

No chance in any hell Syracuse is split from Georgetown and St. Johns
Agree... Cuse will do whatever it can to be with Gtown and St. Johns. They want to be near NYC and NYS. Heck, look at their schedule year in and year out.
Then Syracuse can have them.

The you switch Cuse with Nova. Is not like they wont play those two even if they were in separate division

Actually I'd see it more like this:
Red: Gtown, Nova, ND, St. Johns, Cuse, UConn
Blue: Shoe, Pitt, WVU, Providence, Rutgers, USF or UCF/ECU/Temple* or TCU
White: Marquette, Louisville, Cincinnati, DePaul, 2 of TCU or UCF/ECU/Temple* or USF

If its Temple, Temple will be in the Blue Division with USF and TCU in the White Division. If its UCF, TCU will be in the Blue Division with UCF and USF both in the White Division. If its ECU, USF will be in the Blue Division with TCU and ECU in the White Division.

Conference USA did this, and it was a miserable failure. Because of how the schedules break down, if the perceived top teams in a division have an off year, it kills your RPI and SOS. Ask Memphis fans.they had several years of 20 win seasons where they did not even get on the NCAA bubble, much less make the tournament, while Louisville, DePaul, Cincinnati, Charlotte, Saint Louis, and Marquette in the other divisions were going to the tournament with less wins.
