NCAA does the same thing at tourney games.
Of course, there is another argument for disallowing the replay:

Granting the error never should have been made, but the Mexico coach is saying that the replay itself was disruptive to the game. That is a pretty good argument to follow the lead of the NCAA, MLB, and others.
Weak excuses, at least have an electronic sensor on the Goal Line so the Germany/England gaffe doesn't happen again.

This is so many goals because of the lack of the consistent application of the offside rules and the goals disallowed during the tournament cries out the absolute need of instant replay in soccer. However this will never happen in the end, FIFA soccer is much worse than major league baseball.
