as of 2005, 93 of 95 counties in Tennessee had separate city and county governments. Only two counties had combined (metropolitan) forms. Name them.

not clarksville...actually there are three total, one being created recently. The other two are metropolitan areas due to the county's size as opposed to the size of the city.
