When I came to the boards, my Private Message total hadn't changed and when I went to my Inbox, this message DID NOT show up.

If you didn't receive a PM, then he didn't send it to you. Either he put in the wrong username or he didn't fill in the subject, or it was stopped by our Intrusion Detect System (and looking through the logs, I don't see that it was caught)
