Seriously, it seems like taxes are looked at as some sort of retainer to keep these folks in position and ready to do their job. Having them actually do their job now costs people more?
Interesting. At first glance I say it's a BS policy - thats what the taxes pay for in the first place. But after some thought I can agree with the notion of charging non-residents fees when they are clearly at fault. Why should local residents be burdened with additional tax responsibilities if a portion - or large portion of the cost of the service is brought about by people passing through? On the flip side, how many visitors or people passing through contribute to the local economy?

Using the example in the article about those driving to Disney World - would it be better to just put a toll on the highway - that way everyone contributes?

Very complex issue and ripe with opportunity for fraud.

Agreed.
I got into an accident a couple of months ago. I was uninjured and did NOT call for assistance. Some other motorist evidently called and the Police, Fire and Rescue came to the scene. One of the rescue workers came over to me and asked me if I was OK and I said fine...He then asked me to sign a form stating that I "refused transport". I declined and walked away. A few minutes later...the cop came over with the rescue worker and again I was asked to sign the form....again...I declined. They were quite unhappy that I refused to sign their form...but...I clearly stated that.."I did NOT call them and did not need their services...so...I felt no obligation to comply with their wishes". I dawned on my later that this was simply a way to get my signature so they could bill my ass later.

I have not received a bill from anyone about this incident....So...Dont sign anything unless you want them to come after you. You are NOT obligated to sign a damn thing!!
