"He has already departed. 'Don Diego' (Montoya's alias) is en route to the United States," a police spokesman told AFP, noting the jet had taken off around 1550 GMT.

"Colombia is closing a chapter in its fight against drug trafficking," police chief General Oscar Naranjo told reporters, adding: "This extradition is perhaps the most important in years."

Montoya led a crime ring that over the course of the 1990s gradually replaced the notorious Cali and Medellin cartels.

When he was arrested in 2007, according to Colombian authorities, he was behind 70 percent of cocaine exports to the United States and Europe and blamed for more than 1,500 murders.

In 2004 the US Federal Bureau of Investigation put Montoya on its most wanted list, and estimated he was behind 60 percent of the cocaine exported to the United States.

Now about 50, Montoya had been jailed at the high security correctional facility in Boyaca department.

Colombian authorities say that the extradition came as the price of cocaine in the United States is rising, and its level of purity is sharply down, due to what they say are more successful drug eradication efforts.

Of course not. I don't condone the initiation of force against anyone. Montoya is a murderer and should suffer the societal punishment for that crime.

As for your joke...that Montoya would not have ever killed anyone if drugs were legalized.....Well ....If ALL mind altering substances were legal to purchase in the free market...There would be not need for a black market and the associated violence that he was a part of.

The inflated price of street drugs is directly related to the RISK involved of getting the substance to the market.

Legalization of drugs would remove the RISK factor and thus reduce the cost of these substances....This would in turn reduce the crime associated with the drug trade....Users would be able to buy their drug of choice economically without having to result to property crimes to be able to afford them. The WAR ON DRUGS is a failure and will NEVER succeed.

I don't think so. I think drugs that are more readily available would just create more addicts. I'm guessing there were a lot less alcoholics when booze was illegal than there are now.

Every major study of drug policy has failed to prove your assertion. In fact several European countries that have decriminalized drugs have seen a drop in drug use...not an increase.

While there will still be people that choose to abuse drugs...Education and treatment are simply a more cost effective method to attacking the problem. This "War on Drugs" has been a monumental failure. Drugs are readily available nationwide in the black market now despite billions upon billions of dollars wasted on the effort. Its really time to abandon this policy and try something else.

The high cost of black market drugs increases crime. Addicts resort to property crime to pay for their addictions. In a free market with competition, drug prices would decrease and reduce the need to resort to crime to afford paying for the drugs.

You make valid points, but I just don't want legalization myself. Didn't even when I was young and doing everything under the sun. Jail shouldn't be the first stop, but you and I both know most don't want treatment. And education worked on me until I was about...., oh, 12.

Just look at all the "LEGAL STUFF" there is out there on United States Streets and in available quantity, and go try to find a Black Market Outlet for it ... AND YOU WILL FIND JUST THAT.

There is "always a need for the Black Market" somewhere in the World and turning the Dog's Loose in Our Streets is only going to bring the Shyte-Holes here same as good old Liberal Holland.

The "Dirt Bags" go where there is Freedom to Work and they set up shop to distribute to "Outlaw Nations", ANYTHING you can Dream Up or Want.

No..thats not true. The reason restrictions on coffee shops in Holland have occurred is because of the tourist trade and popularity of these venues from those outside of the country. The locals are complaining of the volume of what they consider to to be the "wrong type of tourism".
I can actually see this as a valid consideration if I lived in proximity to these venues. Again...this is a direct result of prohibition. Without prohibition Holland would not be a tourist destination.

You lumped prostitution into this debate...which is fine with me since both are simply nonviolent crimes and are not anyones business.

Of course they will always be someone that wishes to take the risk of doing business in a black or grey market...but...you cant deny that it would be vastly reduced if users could just simply go to a authorized retailer and purchase their needs without fear of arrest.. I advocate a system akin to "hard" liquor sales with control..not..."dumped" onto the street....That would simply be absurd.

Why would anyone choose to buy in a uncontrolled black market when they could be certain that the product they are buying is quality controlled for quality,potency and safety?

BTW...The drugs you claim that can be purchased in the black market..ie prescription drugs....are NOT available in the free market because of the need for a prescription to buy them from a licensed drug dealer....This is why there is a black market for their sale.
