starting this year. If the teams/conferences already in place don't qualify, Sun Belt has first dibs on replacing those teams in these three bowls.

Thats a bit of a let down, for a few years anyways, until WKU's and others get stablized.
I would think their best shot would be in birmingham vs BE.. if SEC gets 2 in bcs odds are they wont get a #9 eligible.

I said then and now I think it was a good deal for the SEC and Birmingham.. and I still think that. If the SEC puts a team there and I think they will if they don't get 2 in the BCS its a great deal for BE. To be honest I dont think its that bad for BE to get a sunbelt #2 as a fill in.. I still think Bir bowl has a shot to lift payouts up to over 750k.. with SEC in the mix..This is still a great get for sunbelt.. The only thing I stated above is this is the most likely of the 3 bowls to have an opening.. inde bowl gets #8 sec.. so if sec loses a game it will birm which gets #9. big 10 I think sends #7 to inde.. they likely will have 7 bowl eligible.. and St pete wont lose CUSA and is unlikely to lose a BE..

the sec has had 9 and 10 eligible the last 2 years
The NCAA should rule that no conference can send more than half its members to bowls. A team which cannot finish in the upper half of its conference has no business going to a bowl game. Furthermore, it is ridiculous for more than half the teams in the nation to be going to bowls every year.

why? If there wasn't a demand for the games, ESPN wouldn't be so eager to schedule them all. As a fan, my attitude is the more football, the better.

A rule such as you describe would be completely arbitrary and unfair. What if the 5th place Big East team did well OOC and finished 8-4 against a strong schedule. They aren't eligible for a bowl, but say a 6-6 New Mexico team in 4th place in the MWC would be? Makes no sense, and would never fly.
