We should of taxed imported oil decades ago. This would of spurned this type of investment instead of making Russia, Venezuela, and a host of others richer.
They're in silicon valley huh? 2 to 1 odds says Google at least owns a stake of that company. Google invests 1% of bottom line profit into renewable energy. That's a shitton of money. They frequently become investment partners in their renewables, meaning they get a slice should they become profitable.

Google does far more for renewable energy without any "import oil incentive" than any foreign government has accomplished with their silly tax system.
I thought this looked familiar 03-idea

It is good to see that they are trying to turn away from corn as the food source. Trying to figure out how to turn our garbage and landfills into oil would be huge.

Butanol has more chemical energy than ethanol, and almost the same as unleaded gasoline.

You can make butanol out of wood, grass, cellulose. The SOB is the fermentation because the "bugs" only work within a very narrow range of conditions. You are going to need to engineer the bugs to make it work on a commercial scale. So far, no luck.
