Here is how I see it, programs like Houston and San Jose St are not even an after thought in their own market. Now programs like Fresno St and UTEP control the majority of their market. Then there is a program like Boise St who controls the majority of all the markets in the whole State.
More than like by adding programs like Houston or UTEP or San Jose St or Fresno St, would not bring the whole Texas or California markets. They would only bring the same thing TCU and San Diego St does and that is designated market areas. So it comes down numbers IMO, how much control do those programs have in there markets.

Now in 2006 San Jose St went 9-4 and attendance was 18,854
In 2006 UTEP went 8-4 and attendance was 47,899; San Diego St went 5-7 and attendance was 36,223. So it looks if the 3 programs with loosing programs have better years their attendance will go up.
But in Houston's case they have been doing pretty good in football and have an enrollment of over 35,000. Yet with a record of 24-15 over the last 3 years their attendance average over that times is 19,306...
Large markets with little fan support don't do much for me, the WAC 16 tried that and it failed in a very big way. The Networks are know fools, they what kind of market share each program holds and Boise St's will kick Houston's butt every time this decade.
10-4 Boise St- #113 Boise, ID, 251,920 households, attendance 30,338; 8.30 households per fan attending game, now if Bronco Stadium was bigger Boise St's attendance would higher. Over the last 4 years Boise St has averaged 30,351 per game or 101.2% capacity. Boise St has page after page (I've heard 27 of them) full of fans names who want season tickets that can't get them because none are available.
