I missed this earlier in the week, but have posted a story on several rule changes that have been proposed for the 2008 football season:

I understand but don't like the horse collar rule. The 40/25 second rule is ok. Makes sense but eliminating a few commercials would be better but that will never happen as long as there is money to be had.
I hate the horse collar rule. It is too subjective. Is the guy getting tackled by the shoulder pads or just the jersey. I love the change in the play clock. We know it won't change the time of game, but the NFL play clock rules are so much better late in the game.

I hate watching a college game and have the losing team be at the mercy of when the referee winds the clock. Often, 40 seconds will take longer, but at least everybody knows where they stand.

As I read the proposed horse collar rule, if you grab either the pads or the back of the jersey and yank the player down its a horse collar and would be illegal. I would assume it'd still be legal to grab the jersey, pull the player in, wrap him up, and then tackle him. Personally, I don't see the subjectiveness you're concerned about.
I see why they are complaining about the length of game and want the 40/25 rule........they are adding penalties galore to slow down the game so the field position strategy that makes CFB a great game is taking a hit.

Way to go NCAA.
