Point shaving may occur or a dominant team is not motivated to play well against a substantially lesser opponent.Big surprise.They only teams I have ever seen that were disciplined enough to play hard against bad teams were the great John Wooden teams at UCLA.
I think it's as simple as Vegas knows how to make money and therefore were to set the spread.
