Horizon League's new strategy designed to counteract RPI

Great comment on what's wrong w/ big time college athletics.
The NCAA ought to do 2 things w/ the RPI: adjust so Div I teams are worth more than lower divisions. And No 2: punish teams like UK that don't live up to contracts. Give their bid to a mid-major...that would solve problems in a hurry.
Since the RPI only counts D1 games, they can't count more than lower divisions. Perhaps that is what should change. Its insane to punish a team in the rankings that plays a low-tier D1 team and not punish a team that plays an NAIA, DII, or DIII team.
