Basically, I think the Bengals aren't interested in Leftwich at #1. I think they want to trade down, where they might get Leftwich (and brag up what a great pick he was), or they'll take Palmer.

I still like Leftwich, and think he's the best QB in this draft. But, the Benglas should trade down if they can get a decent offer.

The Bengals are using their mild interest in Leftwich to improve their negotiating position with Palmer.
