Thats quite a slam! Actually theres nothing there.
I really liked the part where he wrote......
I think this is what he was talking about:

<a href='http://www.sptimes.com/2003/11/05/Columns/Bulls__new_digs_infin.shtml' target='_blank'>Bulls' new digs infinitely more interesting</a>
Sounds more like he's slamming C-USA on the way out. He pokes fun at Rutgers and WVA but it's all tongue-in-cheek. He's clearly making the point that the Big East is Big time compared to C-USA.
The weird thing is, Goldenbuc posted the article in its entirety, then it disappeared. Mysterious.

As for the article, it really is unclear what the writer's intention is. Choosing random "great moments" from ancient history to mock the Big East teaws makes it seem like he is belittling the conference. The big three remaining teams have all competed for national titles, with Pitt even winning some, but the writer chose to focus on oddities. Not really sure what the point was. I'm all for mocking the Big East though.
The new BE is going to be weak in football. Period. The only team to finish top 15 since the BCS began was Syracuse, when they got killed by UF in the orange bowl. Not only that, but I've heard that Pitt is talking about possibly considering joining the Big 10, since they don't like the new BE set up. The MAC and CUSA will continue to be good, but I don't consider the new BE as "big" time compared to the MAC or CUSA, or atleast not that much.
