If we hiccup, it's because (I think) somebody on our network is under a denial of service attack (hundreds of thousands of computers taken control of and told to flood out a server until it drags it offline and slows down everybody else on the same network)

Well that explains what I've been experiencing for the better part of an hour. Thanks for the heads-up.
