But ironically it's very easy to buy grandma's oxy, or a hate speech Bible, with a debit card linked to paypal or whatever. So why have an absurd user agreement than bans many legal purchases?

They don’t stop anything. Their TOS for P2P are written to reduce their liability, not stop your behavior.
