Arkansas State is in the big school division of Rugby and they have players from all over the country and many internatinal players. not sure how it is funded but I get the impression that their budget is much higher than the Tiger Rugby organization

also a long history of the sport there. Other weird schools like Life University and Lindenwood have big rugby programs.
