That's probably a big reason why the NCAA doesn't use RPI anymore for the tournament selections.

exactly. RPI also gives more weight to road wins/close losses and programs that schedule a lot of early season easy home games (mostly P6) don't get ranked highly early, whereas in the NET they will if they had a high ranking the previous year.
