I have no faith in Todd Graham, but I also know that the word "steal" is over-used in this context.

The NCAA has deemed in-game interpretation of your team's opponent's signals legal.
Without exploring or citing the further rules, using electronic devices to record opponents' signals outside of the game between your team and their team is not legal.
Whether it is legal to use long lenses on recording devices on your game day is left as an exercise for those with more free time.

One other point is that live, in-person scouting of opponents' games is no longer permitted. All scouting is done off video now. Given the proliferation of video, there is plenty of information available, but I would miss some of the in-person scouts.

Shelby Metcalf (former aTm basketball coach) used to sit by me at Autry when he was advance scouting Aggie opponents. Let's just say that he had a very unique sense of humor--I can't think of a single story that I can repeat on here.
