yes, Dexter did make that claim, however, it was not really true.
Dexter's sister doesn't think he is fibbing about his reading problem, though she didn't understand its severity at the time.
"He would write; he would read. He just wouldn't do a 12-page essay or skim a Charles Dickens novel. He might misspell words, but I never considered him illiterate.

Dexter is dyslexic, and did avoid classes with essays, but he answered the multiple choice questions.
He didn't "become" functionally illiterate until he got banned from football, sort of convenient, don't you think?
He had tutors 3 days a week, and did take "easy classes" like bowling, etc. There was no "progress towards a degree" rule then, but he did have to maintain his eligibility.
