If I was Afghanistan I would be pissed.... It took them almost 20 years to accumulate the same spending that the US took care of in 10 months with Ukraine..

Blinken is only stating what any foreign gov't of countries that matter in international politics already knows. The reality is no country today can either. The world thru the eyes of the major players has been at peace for longer than any other period in modern history. That doesn't mean there was no war - just that the wars that are being fought have been largely regional only until now. No one's economy has been on a war footing for a very long time, and the Ukraine war is illustrating that perfectly.

Even China is woefully underprepared and while they may look like they are "winning" - they are actually wailing on the inside because they know that 1) all those sanctions against Russia can be put on them and 2) A lot of the Russian tech they stole for their own designs is not performing all that well in practice.
