I don't think that's particularly untypical. The only minor conference that might have had a winning percentage much higher than 20% against major conferences was probably the late 00s MWC. (At least in regular season games- bowl games that feature a mid-major conference champion against the SEC's worst bowl team deceptively even the records out.)
A lot of that has to do with the fact most of the MWC’s OOC games were with the PAC, whereas the eastern based G5s had to face SEC and B10 opponents. I’d like my chances against Oregon State or Cal instead of Alabama or Penn State every day day.

Well, the Pete Caroll USCw teams were a lot better than Vanderbilt or Indiana. You can use that same kind of logic in the other direction.
Anyway, part of why the SEC played Sun Belt and to a lesser extent Conference USA teams was precisely because the MWC was better than those conferences.

Thing is, though, at the end of the 2000s the PAC was IMO significantly better than the B1G. For example, in 2010 the PAC was #2 in the MC, the B1G was #5. In 2009, the PAC was #3, the B1G was #6. And while I couldn't find data for 2008, that year in the final Sagarin top 20, the PAC had positions 2, 11, 13 and 16 while the B1G had positions 8 and 14.

From 2014 through 2019, Cal went 7-0 in nonconference regular season games against P5 schools. They beat Texas twice, North Carolina twice, Mississippi State twice, and Northwestern on the road. In the 2019 season, Boise State beat Florida State, San Jose State defeated Arkansas, UNLV beat Vanderbilt, Nevada knocked off Purdue, and Wyoming beat Missouri. None of those are Pac-12 schools and three are SEC schools.

I had heard some hype about UNLV so tuned it sort of expecting them to win.
It quickly became apparent, like on the first drive or two, that SJST was way better, and a formidable team.
