I never believed UTA or UMKC fit the MoValley profile. But folks seemed to believe they would take them for their markets. Murray State certainly fits the model the MoValley has used for success. We can argue about UIC, but they wanted a replacement for Loyola in the Chicago market.

Supposedly some of the privates wanted UTA to open up opportunities to recruit students to come pay a lot for a liberal arts education. Supposedly Missouri State was adamant that they did not want KC.

UIC just seemed to be the logical fix. Big market, a public to balance the privates, and still in the Midwest.
