I see this being spun as a "way to get police reform". Interesting spin, but probably sellable to that segment.

I'm not sure about "police reform" but the conspiratorial part of my brain sees this as a way to fewer police on the street. Some of whom may not come back once this is resolved. They might head to Florida to take up the Guv's offer of a bonus.

Same with the military. And border patrol. It all fits together, weakening the USA, right about the time that China is sabre rattling.

I'm seeing it being argued as those that don't take the shot are liable to be the racist police the left thinks runs rampant in police departments around the country.
