I get the sentiment that it's a bit "counter intuitive", but it's really not. It's been tried and true for well more than half a century.

It's more akin to something dumb like prohibition. Ban likker and people won't drink! Well, no. They'll drink more, do it behind closed doors and drink stuff that could kill them, all while becoming a criminal to boot.

Same thing at work here- jack up taxes and people will find ways to dodge or avoid those taxes and it's really quite simple. Go to cash only, don't report income, make up schit to write off as deductibles like the weekend bar tab and the wife's car payment.

People know when they're being unfairly fleeced, just like they know when the benevolent gubment is telling them what they can and can't do, even as adults.

What's counter intuitive is expecting human nature to change and people willingly become subjects and submit quietly.
