What a dopey response by one of the councilmen Casteneda-Lopez. Yes - more ethics training will keep the corruption away .

I am sure that none of these 4 would have done what they are alleged of doing if they were provided ethics training.

Reminds me of the drug programs in high school in the early 70's. I wasn't into the drug scene at that time so it was a pretty good education on what was available.
