If by "new" you mean we've been talking about for five days, mainly in another thread you just posted in, then OK

The other thread was started because of the "replacement" article...and your points have been discussed at length.

Very plausible interpretation.

It makes sense to suggest that something is or has been going on. The timing was odd enough to cause some to suggest, at first, that the story might have been resulted from a leak of a developing story, but now it all seems to have been reeled back in.

Many people wrote that they considered the reporter credible, based on the fact that he broke some earlier stories. It would have been extremely odd for a savvy reporter to rehash an old story and imply that it was a developing story. It may be telling that he reeled everything back in except for the three schools, which he continues to list in preference to the others. He seems to be suggesting something by continuing to list them.
