The WAC 16 included:

Air Force - MWC
BYU - IND/WCC (independent because Utah in PAC)
Colorado St - MWC
Fresno St - MWC
Hawaii - MWC/Big West
New Mexico - MWC
San Diego St - MWC
San Jose St - MWC
Rice - CUSA
SMU - AAC
TCU - XII
Tulsa - AAC
UNLV - MWC
Utah - PAC
UTEP - CUSA
Wyoming - MWC

Utah and TCU would leave the WAC for their current homes. BYU would not stay if Utah is in the PAC. That brings the 16 down to 13. The AAC would be geographically better for SMU and Tulsa so they're gone. That's 11. Rice to CUSA would be better now that they're the only CTZ school left. That's 10. Add in Boise St, Nevada, and Utah St for 13 and go to 14 with Idaho, New Mexico St, or UTSA.
