Just post a summary, those BBJ articles are behind a pay wall, so links do no good.

The building is a replacement for Spain Rehabilitation, to be built in the last "empty" ground space along 7th Ave. S. directly behind the current facility.

Supposedly, but I always get a "you have reached your limit" notice each time I go over there... even when I haven't tried to read an article in months.
