I think that depends on who's the direct object here.

If someone is making fun of a person with Down's Syndrome, say? Let's say that person with Down's doesn't understand. Would you be offended enough to try and maybe stop it?

Or, if a woman is being beaten by her husband? Would you be offended then and try to stop it? Sure, it's a crime to beat another person (let's assume she has no weapon or isn't trying to cause him bodily harm) so there's a question somewhat of being duty bound to try and stop a crime, but in the end isn't it offensive that a man would beat a woman or that someone would make fun of someone that can't understand what's going on?
