I wonder if no shirt dude is one who showed up late after watching the cops stand by on videos and thinking to himself, self, I want some of that action since they aren't going to do anything anyway. Surprise! Action like that is what's been needed all along.

Maybe the cops might take the same approach with these fools as you do with wasps. Get them early in the morning when they're not ready.

I still think that there should be undercover teams that identify the leaders and those perpetrating the worst violence and then follow them home or put trackers on their vehicles so they can find where they live. Then apprehend them at home and use video evidence against them.

Use their tactics against the iceholes.

If the undercovers are not LE, then some specific actions can be taken to impose a "cost" on these people. Imagine having to repeatedly replace all 4 tires on your vehicle. Gets expensive fast, but hey, according to these people, it's just property.........

Wait for them at their homes in the wee hours and greet them with a pair of hand cuffs....

The PD stay out of the city for the entire night... give them one last night of unadulterated pillaging. Instead, circle teh outskirts of the city and follow as many of them as possible back to where they came from and go to each place and arrest them all.... You can't lock them all up but you can detain them in one building from which they cannot escape - oh I dunno - like a basketball arena.

They can destroy the building inside but it will only be one building rather than an entire city.
