I would think that 95% of schools would be in favor of the transfer rule. The stakeholders (schools) can only take so much. I think the NCAA will do an about-face and pass something by the end of summer.

No idea why they would favor it. Makes it more difficult to recruit and keep players. Just another headache for the schools.
