I don't think anybody had any really hard targets. It was more a "let's all get together and sing Kumbaya, and we'll try really hard to do something."
Actually the US did have one set of hard targets. It was going to write the checks to pay for all of it.
In the end, probably nobody is going to hit their targets, which is pretty much what happened with Kyoto. Set a pie in the sky target, make it soft rather than hard, congratulate ourselves on setting such a lofty goal, and then watch any attempts to hit it crash and burn.
I think we opted out of Kyoto, but we ended up coming closer to what would have been our Kyoto targets than did most anyone else. Shale and natural gas helped that a bunch. We had to overcome Jimmy Carter's energy policy to get there, but we did.
I think we should do the same thing here. Stay out of any hard commitments, but manage to do better than we would have committed to do under the agreements.
