Dunno. I read the original article posted, and besides big words like and and the, I didn't understand any of it. I've followed this story for quite a while now and always got the impression that the sounds were somehow pretty-well targeted towards the individuals and that if one moved much distance one way or another, they heard nothing.

that's the bottom line......coincidence is most likely not an option.....
my guess is we'll never know the real story and the cia will do what it takes to squash this threat ASAP.....
this is where you simply kill some folk that are responsible at whatever cost necessary....
this is also where ubiquitous tech moving forward is extremely dangerous.....
it's only a matter of time before tech becomes our biggest issue in defense.....

Look how LRAD transmissions can be directed at specific targets while leaving people 5 feet away from the target suffering no effects.

A lot of people were affected. I haven't seen anything that says there wasn't "collateral" damage, like Cuban employees at the embassies.
There seems to be enough understanding of the impacts that the intent could have been deliberate and not just "bad engineering."

From well down in the article where they are talking about all the technical stuff:
"...One thing to note in the video is that the metallic sounds near 7 kHz are audible only at the point where the two signals cross. When the signals do not intersect, you can’t hear the 7-kHz tone, but the demodulator can still play the covert song. That finding is consistent with what some diplomats reported in Cuba: The sounds they heard tended to be confined to a part of the room. When they moved just a few steps away, the sound stopped...."
