Does that mean that a criminal referral is getting to the nitty-gritty of a jail sentence for someone? I'm not a lawyer, just a troll like Fit. Exactly what does that mean.

Sounds like it means the facts contained and summarized in the memo are deemed by the Senators to represent criminal behavior. The second memo is a request for a full criminal investigation of the allegations in the memo.
