The official document nabs its population at 15 million against 25 of Old California, putting its population somewhere between New York and Pennsylvania. 25-27 House seats are estimated to be within, giving them 27-29 electoral votes that would be solid red. That being said, California's electoral votes haven't determined the outcome of a presidential election since Rutherford B. Hayes. Turning them makes the prospects of what would be a currently close Democratic win unobtainable while likely increasing the GOP's Senate numbers, but it's far from impossible for the Dems to win if a candidate received support like Obama did.
