Paying coaches more isn't the answer. The top tier programs will always be able to afford more.

I propose making the coaches play by the same rules as the players. If they leave for another job while they have a valid contract, they have to sit out a year.

From an outsider's perspective with marginal knowledge of the game but infinite knowledge about life and how the world works... it's very clear what the AAC must do to get its football to a respectable level creating a chasm between itself and the G4 that can never be spanned.

The football programs in the AAC MUST create continuity with their coaching staffs. They will do this by engendering firm bonds between the coaches, the administration, the student body, and most importantly, the community. This can be achieved by recruiting coaches that have some identification with the university, the area, or the attitude of the program (See: Gregg Marshall with his perpetual chip on the shoulder, Play Angry mantra, who admittedly was never accepted into "the club" early on, and doesn't wanna be in the club now.)

After the appropriate head coach is hired, then will come the hard part. Each AAC football program is going to have to develop a coaching salary endowment that will be sufficiently funded to support a top 30 football program compensation plan. I'm talking $3.5 million for the head coach and $2.5 million for assistants (http://sports.usatoday.com/ncaa/salaries/). At this salary level, a program can legitimately enter the dance floor and expect to have consistency against other programs in superior leagues.

It's important that AAC programs go after younger coaches that show strong potential but are just outside the radar of the premier leagues, preferably poaching them from the G4 (this will also aid in league separation). You're going to be shooting for coaches in their 30's and 40's. No SEC/B12/B10 retreads. Upon hiring such a coach, a buyout in the neighborhood of $10 million will be agreed upon or you tell the coach he can kiss his 3x+ pay raise goodbye. You must be firm. If the coach wont sign the buyout clause, he has no intention at all of bonding with the community. He's simply here to use your school like a whore.

Once you get a coach that signs on to a contract and actually expects to be at your university for at least 7 years, you can finally start building. The coach will be expected to be highly visible in the community participating in all major civic affairs. He should take attendance to the games personally and beseech the community to come give his team a chance.

Recruiting will also be bolstered as the impression that a coach is here for the full term of an offered scholarship will allow recruiting to be more about relationships and not just the conference insignia on the jersey. Recruiting relationships can start much earlier in a player's life and a pipeline of talent with unbreakable bonds to the university can be created. This is how you beat the lazy premier leagues who just expect a player to fawn all over their brand.

Everything I just laid out hinges on the compensation package. Each university undoubtedly has access to a wealthy group of Boosters (just like WSU). These boosters will need to come together and commit to an endowment that will change the programs of their respective beloved universities forever. To continue on the current trajectory is just a waste of effort and money. You either do it right, or drop down to G4 football. This dancing around on the dividing line of legitimacy is extremely inefficient.

The side benefit of AAC schools following CB's plan is the coveted television contracts which will finally come as the secret to establishing a legit power program and thus a power conference is coaching stability. But the investment in the coaches will have to come BEFORE anybody gets to see a $20 million dollar television contract.
