Because minorities are too stupid to get them. At least that's what Democrats think.

However, wasting $2 million giving them away to illegals and convicts is a good idea.....

They need those votes folks. They've given up on convincing the law abiding. It's all about the illegals and ex cons now. Frankly it's all they have left. Without their support in the media, they would have left the scene with McGovern in '72. America has little need for the Democrat party anymore.
