Ullah had pledged allegiance to ISIS, claiming he was radicalized online. He carried out the attack in retaliation against the U.S. striking ISIS.

Miranda rights do not apply when there is a bombing like this. Authorities are allowed to question those connected to the bomber because of the threat of a anther bomb.
They are not allowed to gather evidence for possible charges without Miranda, but they absolutely by law can interrogate them without Miranda until the threat of more bombers is cleared.
