Conyers and Franken have admitted wrongdoing and are stepping down. Trump and Moore have not. There is no proof of any wrongdoing by either. They are not stepping down.

A civil settlement is a business decision, not an admission. You'd be hard pressed to find anyone with that kind of money that don't have a lot of civil settlements.

You'd have to be privy to a settlement. Some do admit to claims. Whatever the two parties agree to.
