Clearly, under the law, and in the recent past, it was understood that way for the most part as well.

More recently? Man o man are some trying reeeeeally hard to muddy those waters, blur those lines.

We talked about this elsewhere before, trying to figure out what’s being suspected or reported in some of these stories is damn near impossible.
