As for the unseeded Rose Bowl scenario, everyone is focused on 2 low-seeded teams there, but IMO the scenario that convinces the Big Ten to vote for seeding is the high-seeded case: suppose you have #1 seed Ohio State eliminated by #2 seed USC in the quarterfinals (in what is essentially a home game for the Trojans), while the SEC champ gets to play a weak opponent in the Sugar Bowl to advance... THAT won't sit well with Big Ten brass!
The scheme that makes money for everybody is to take the ten conference champions and the six “ best of the rest”, seed them 1 through 16 and play 4 rounds. This makes everyone happy and whole. You can't eliminate the "G5" teams from playing for the national championship and call it a true championship.
Let the Bowl games be the host sites for the games.
The 1st round would be held the on the December 15th and 16th >> 8 games
The 2nd round would be held on December 23rd. >> 4 games
The 3rd round is January 1st. >> 2 games
National Championship on January 14th.
The Championship game would rotate between the six big bowl games (Cotton,Fiesta, Orange, Peach, Rose, or Sugar) or put it out to bid. The other 25 Bowls will select from the remaining FBS pool including the losing teams from the first round.
Example:
12 game season + CCG = 13 game season for conference champs and P5 runner ups.
Hypothetically, the last playoff spot would go to Notre Dame if ranked in the top 12 at the end of the season. ND not being a full member of the ACC gives it an advantage due to not having to play 13 games or has a disadvantage because it cannot guarantee access to the playoff with a 10-2 record and having an undefeated record against ACC teams.

The loser of the conference championship games (which are de facto playoff games) go to bowl games.
And its almost always an attendance and competitive disaster.
Then the answer is to take the top 8 conference Champions and go from there.
