No, not at all. I don't remember all the particulars, but I do remember that it doesn't always mean the job market is actually that strong.
You may be thinking about the labor participation rate. If that drops, it's a sign that the labor market is weak and could result in the unemployment rate also decreasing. Unemployment claims dropping could be one of 2 things: 1) a job is found or 2) the benefits run out. It's great if it's 1, bad if it's 2.
