Brookings should know better than to produce a headline that looks like it's from a clickbait site, but for those that aren't familiar, Brookings is a heavy-hitter among traditional think tanks...

I'm confused, would you say Rice (or any school in Houston outside of UH-Downtown) is a downtown university?

The article's definition is "...those universities located near major employment neighborhoods of large cities." That could be interpreted to include Rice.
