I read through it. It could have save them 100 pages and wrote: "the case for obstruction against the president is weak, speculative, lacking key evidence as to Intent, and even if those issues did not exist, significant legal issues exist which would prevent prosecution; to include the likelihood that the president cannot commit obstruction as a constitutional officer."
