The LVPD mentioned that they got calls from other casinos about an active shooter. The concert goers ran and hid in the other casinos. Some of them wounded, and people in those casinos started to freak as well about an active shooter. That is why the swat teams are split up at different casinos and need other police officers as backups.

Probably someone with hotel management. He has a radio in his other hand. I initially thought hotel security but he doesn't act professional enough.
Were any of the acts performing at the festival staying at the Trop? He could be connected with them.
The suit beside him is definitely security or law enforcement. You can tell by his mannerisms he's a pro.

There is a news video of local news talking about a shooter at the Bellagio back in January of 2016. Nobody else reported that shooting. CNN mentioned Bellagio, but it was people rushing in from the concert. Not sure how far it is from there, but sound do travel.
