That's not true at all, or I can't read. The Index has the (5) Big 12 at 26.75, the (6)#Pow6r AAC at 23.04 with the seventh, eighth, ninth, and tenth ranked leagues at 19.75, 19.09, 18.49, and 18.15 respectively.
That's 3.71 behind #5 Big 12 and 3.29 ahead of #7 MWC, and nearly 5 above the 10th ranked Independents.
